Federal Receiver Announces Intent to Award Contract for Harmon Residential Transfer Station Construction to Maeda Pacific Corporation
(Guam, October 5, 2012) – Federal Receiver Gershman, Brickner & Bratton, Inc. (GBB) today announced an intent to award a contract for the construction of the Harmon Residential Transfer Station to Guam-based Maeda Pacific Corporation (Maeda).

The $2.41 million contract includes construction of the new transfer station, which is centrally located in the Harmon Industrial Park area of Tamuning at the Guam Solid Waste Authority (GSWA) compound, with a customer entrance along the north side of Harmon Industrial Park Road just west of Pangelinan Blas Lane. The facility will replace the Residential Transfer Station that closed when the Ordot Dump ceased operations, bringing the total number of residential transfer stations back to four, augmenting the existing facilities at Dededo, Agat, and Malojloj. The attached figure shows the layout of the new transfer station.
The transfer station will provide all the conveniences to serve the residential community of Guam, and will be able to receive residential municipal solid waste using residential trash compactors and a bulk waste drop-off location. It will also provide a new building as a permanent drop-off location for the island’s household hazardous waste.
The project also includes the renovation of the GSWA building and collection truck parking areas, as well as a new truck wash facility to allow for more efficient cleaning of GSWA's collection vehicles near their parking location. The design of the facility incorporates the latest environmental best management practices for stormwater in this industrial area that currently has none.
"Maeda has the capability to satisfy the contract requirements and was the lowest responsive and responsible Bidder with a bid amount 26% below the average received from the seven firms that submitted a response," noted Receiver Representative David L. Manning. "Construction is expected to begin later this year and is scheduled to last 308 days."
The contract was awarded following an Invitation for Bids (IFB) issued on August 1, 2012 by the Receiver in accordance with the procurement laws and regulations of the Government of Guam. Maeda, a subsidiary of Maeda Road Construction Co., Ltd. of Tokyo, Japan, celebrated its 35th year in business as a general contractor on Guam and Saipan in 2011. Maeda specializes in civil work, which includes road construction, site development, utilities, demolition, and environmental work.

The agency is a totally self-funded operation whose mission is to help its customers dispose of their trash in an environmentally safe and regulated manner.
